Housing in Malang requires water conservation planning, to promote the environmental
sustainability and avoid the inundation. The purpose of this study is to design a system of water
conservation in housing area by using infiltration well and biopore as part of green infrastructure which
is capable to control rainwater discharge, finalized by the life-cycle cost analyses.
The required data are daily rainfall from three nearby rain stations: Ciliwung, Singosari, and
Tumpang in 2005 - 2014, site map, topographic map, and soil data. The hydrology data is processed
using Log Person Type III method and Rational method to obtain designed discharge. The infiltration
well is designed by Sunjoto’s formula. The number of bio retention hole is determined by considering the
rainfall intensity and soil infiltration rate. The financial feasibility for water conservation is evaluated
through benefit-cost ratio and net present value considering the construction cost, maintenance cost,
depreciation, and value of conserved water. The data analyses shows that the designed rainfall is 109.224 mm with 5 year time return and the maximum designed run-off from the houses is 0.01753 m3/sec. The recommended number of green
drainage facilities is 1,306 units of infiltration well with 1 m diameter and 0.6 m - 1.5 m depth, built in
the green space in the back part of the houses. The number of bio retention is 73,815 units in whole
housing area with 10 cm diameter and 1 m depth. They are constructed in the green space in the front
and back garden as well as in the public green space. Total construction cost for green drainage
infrastructure is Rp 15,724,327,112.31 The maintenance costs of the facilities are Rp 10,589.21 and Rp
2,267.78 for one unit infiltration well and bio retention respectively. The amount of conserved water is
0.504 m3/sec. The analysis reveals that the green construction in the target area is feasible in 42
economic life with Rp 36,987,933,974.30 net present value and 1.346 benefit cost ratio in 2058.
